Labor Troops
On 1 December 1951 the Labor Service Troops in Southern Yonbaek-kun
(126-09, 37.56) (BT-5002) 'were organized by the myon people's committee in
accordance with the directive of the Labor Section of the County People's
C ittee. People in each rayon were required to belong to the service troops,
regardless of disabilities, if they were in the following age groups: men,
15 to 60 years; wren, 15 to 50 years.
2. The labor troops were organized to -supply labor for repairing roads and bridges
and for agricultural projects in accordance with requirements of the military
authorities. If a person eras unable to obtain his daily food because of time
spent with the labor troops he was given one or two mat of rice which he had to
return as soon as possible. The party propaganda agents of the Democratic
Youth Alliance gave lectures to the laborers at their place of work for one
hour each day.
Sed cuvity Unit
3. In late November 1951, the 805 Unit, also known as the Yonbaek-kun Detachment
of the Hwanghae Provincial Department of Internal Affairs, was formed in Suan
(126-22, 38-4+2) (BT-7186). The primary function of this unit was to act as a
security force in areas to be occupied by Communist forces after they advanced
into South Korea.. In January 1952 this unit was engaged in counter-espionage
activities in the coastal areas, guarding-against agent landings, and conducting
raids on suspected agent safe-houses. Persons arrested by this unit were
turned over to the Hwanghae Department of Internal Affairs.
4. The commander of this unit was KIM Chong-hyon ( :QK -U ), aged 28, a captain.
The unit's headquarters was at Changjak-kol in Songhang-ni (126-00, 37-56) (BT-3602),

about 100 yards south of Ch'ont'ae Station (126-01, 37-56) (BT-3802).
The 1 Company was at Chon-gol,.Songhang-nie and the 2 Company was at
iJbon-ni (126-03, 38-00) (BT?+110). Most of the troops in this detachment
were formerly members of the South Korean Labor Party before the outbreak of
the Korean war, and had been imprisoned in Seoul or Inchon, and later fled to
North Korea.
5. The unit was furnished food by the Food Administration Section of the Hwang-
hae Provincial People's Committee, and the clothing and ammunition were
supplied by the P'yongsan-gun police station. All ccummunications were by
bicycle. There were 100 men in each company and 20 men were attached to
headquarters. The unit had four light machine guns and the men were armed
with Soviet-manufactured rifles and carbines.
Partisan Unit
The office of a unit called the "Southern Yonbaek-kun People's Armed Troops"
was in five buildings at the base of a hill one kilometer southwest'of Yonan
Railroad. Station (126-10, 37-54) (BS-5198) and about 100 yards south of the
track running west from Yonan. The primary purpose of this organization was
to serve as a stay behind guerrilla-force in the event of a retreat by Communist
forces from the area. 'Enthusiastic members of the Democratic Youth Alliance
and Self Defense Corps within the county were asked to join the unit whether or
not they were members of the NKLP.
7. The unit was formed in early December 1951 and the coma der in January was
CH'AE Kwang-hui ( t 3j its ), aged 27. The strength of the unit was 150 men;
they were armed with United. States Ml rifles, or Sovietmade rifles, and hand
grenades. The unit also had -two light machine guns. Ammunition was supplied
by the Yonbaek County police station, located one kilometer northwest of the
Yonan Railroad Station. Because there were not sufficient uniforms, the troops
had to supply their own. In January the members of this unit were engaged in
patrolling the coastal areas and occasionally participated in punitive op-
erations against guerrillas hidden in the surrounding mountains.
8. The Yonbaek-kLmn People's Committee office was in a group of nine buildings one
kilometer north of Yonan Station; the largest was a U-shaped building facing
four smaller square buildings to the west of it.
Chinese Communist Artillery in Haeju
9. In January 1952 Chinese Communist troops were-manning one anti-aircraft and
two gun batteries near the city of Haeju (125.J2, 38-02) (YC-3713). The Number
1 gun battery was on a plateau east of Namsan and 1.100 meters southeast
of the former Haeju prison, and battery Number 2 was 400 meters southeast of
Number 1. Each of the two batteries consisted of two low-trajectory guns and
two heavy machine guns manned by 40 men. The anti-aircraft battery emplacement
was 800 meters southwest of the Haeju prison, and consisted of two high-angle
guns, two high-angle machine guns, and one light machine gun, manned by 20 men.
10. The troops of the Number 1 battery and the anti-aircraft battery were quartered
950 meterswest of Number 2 battery. The Number 2 battery billet was 400 meters
north of the Number 2 battery.
11. The Chinese Communist troops-took charge of the guns in early January. They
came from Obong-ni (125-59, 38-32) (YC-6069) and replaced North Korean troops
who were transferred to-the T'ongch'on (127-54, 38-54+) (DU-0506) area on the
west coast. Haeju residents considered the Chinese Communist troops poorly
disciplined since they spent most of their time wandering around the city.
