1. On 30 March 1977 you referred to the Central Intelligence
Agency a letter with a news article C. H. Blanchard had written to the
President.
2. We responded directly to C. H. Blanchard on 12 April. Our
Legislative Counsel recommended that a copy of our reply be forwarded
to you for information. A copy of our reply is attached.

Dear Mr. or Ms. Blanchard:
Your letter of 21 February 1977 to President Carter was referred
to my Office. In your letter, you expressed concern that Wisconsin
Representative David Clarenbach receive a full and complete reply
to his inquiries as described in the Madison Capital Times article
enclosed in your letter. I can assure you that the Agency s Office of
Public Affairs did respond to Representative Clarenbach's concerns
in a letter dated 10 March 1977.
