(Internal Use Only - JGO) Met with Mr. Ray Dotson, Administrative Assistant to Representative William C. Wampler (R. , Va. ), and gave him copies of correspondence between Mr. John Ingersoll, D/BNDD, and Representative Charles S. Gubser (R. , Calif. ); and Senator Clifford P. Hansen (R. , Wyo.) and Miss Vicki Whitehorn, of the University of Wyoming, concerning allegations published in Rampart's magazine concerning CIA and dope traffic. Mr. Dotson thought this material would be more than adequate in responding to the constituent request from Mr. J. H. Hayes, Jr. of Bristol, Va. 2. (Secret - JGO) Delivered to Mr. Ralph Preston, House Appropriations Committee staff, for Chairman Mahon a letter from the Director concerning a withdrawal from the reserves and briefed him orally on the purpose of the withdrawal. Mr. Preston had no questions about the withdrawal. He did inquire, however, about our progress on the spread sheet of tactical intelligence costs. I told him that it is in preparation. He noted that the time press occasioned by the original date for markup of the Military Appropriations bill is now off but that he would appreciate it whenever it is completed. 3. (Internal Use Only - JGO) Met with Mr. Richard Barton, Employee Benefits Subcommittee, House Post Office and Civil Service Committee, who told me that the meeting of the full Committee has been cancelled for this week. This leaves only one more possible meeting, 29 June, the day before recess for the Democratic Convention, for Chairman Hanley to attempt to take the bill for protection of constitutional rights for Federal employees (H. R. 111150) from the table for vote by the Committee. 4. (Unclassified - JMM) Accompanied the Director and Messrs. Steininger, ADD/S&T, Bruce Clarke, D/OSR, and Chamberlain, D/OSI, who appeared before the Joint Committee on Atomic Energy. See Memo and transcript. (Internal Use Only - JMM) Called Miss Lynn Braydrick, in the office of Representative Charles B. Rangel (D. , N. Y. ), in response to her query as to the status of our reply to the Congressman's letter to the Director of 6 June. I said a letter was en route to the Congressman which he should receive tomorrow morning and which would answer his questions about the basis for our failure to provide him with the reports he requested. I added that we were reviewing the classification of all these reports and were optimistic that at least some of them could be declassified and made available to the Congressman within the next two or three days. (Confidential - GLC) Received a call from DIA, 25X1 who said that during Secretary Laird's testimony before the Defense Sub- committee of Senate Appropriations Committee Senator Symington commented about the fact that Secretary Laird had provided for the open record figures on Soviet missile inventory. He added these same figures were being treated as classified and extremely sensitive by the Director of Central Intelligence in testimony before another committee of which Symington was a member. I explained to that Senator Symington was undoubtedly referring to the Director's appearance in executive session before the Joint Committee on Atomic Energy. 9. (Confidential - GLC) Talked to Bill Woodruff, Counsel, Senate Appropriations Committee, about Senator Symington's comments at the Defense Subcommittee meeting this afternoon and he verified that Senator Symington had expressed his confusion over the fact that the same figures were being treated as sensitive in one briefing and unclassified elsewhere. Senator Symington also said the Director would be asked to testify before congressional committees on U. S. national means of verification. 10. (Secret - GLC) Handcarried to the Joint Committee on Atomic Energy 19 additional copies of the Director's prepared statement for the use of the Committee members and staff during the Director's briefing today. (Confidential - JMM) Bill Ashworth, of the Senate Foreign Relations Committee staff, called to say that the Committee would like to schedule Mr. Helms to appear in Executive Session on SALT verification at 10:00 a. m. on Tuesday, 20 June. He said that in the Executive Session they would hope he could cover sensitive matters and provide exhibits, after which they hoped he would discuss less sensitive aspects of the verification problem in open session. He said the Committee had scheduled Secretary Rogers and ACDA Director, Smith, for Monday the 19th, Mr. Helms and I on Tuesday the 20th, and Secretary Laird and the Joint Chiefs on the 21st. I told Ashworth I would check with the Director and be in touch with him. 14. (Unclassified - JMM) Colgate S. Prentice, Deputy Assistant Secretary of State for Congressional Relations (House), called to say that the House Foreign Affairs Committee had defeated by one vote the 'tend the war" provision in the Foreign Assistance Act of 1972. cc: C'OHN M.
