LEBANON: Situation Report
I I The five-day_oZd stalemate in southern Lebanon be-

yesterday. There was also sporadic artillery fire in Beirut.
The basic stumbling block at this

to reaching
an agreement to allow the Lebanese troops to move into the UN
zone is the future of Major Haddad, the leader of the militia-
men. The militias and the Israelis want Haddad reinstated in
the Lebanese Army while Beirut wants him removed from the Army
and from the south. The Lebanese Government now seems willing
to give the UN and the US more time to work out an acceptable
compromise. Haddad yesterday announced a 24-hour halt to his
force's sporadic artillery shelling of the area occupied by
Army troops.

The USSR has apparently named Colonel General V. M.
Shabanov as a deputy in the Ministry of Defense. Shabanov was
identified as a deputy minister when he attended the Moscow
Navy Day celebrations on 28 July. His new responsibilities
are not known. Shabanov was previously a deputy minister of
the Radio Industry.
There currently are 10 deputy ministers and three
first deputies in the Ministry; Shabanov would be the
11th deputy minister.
