MEMORANDUM FOR THE RECORD

SUBJECT: Telephone Conversation with Thomas- Shull.., Deputy Executive
Secretary/National Security Council
1. On 9 August 1983, 1 talked with Mr. Shull of the National Security
Council concerning Agency secretaries detailed to NSC. lus concern was the
cost of their services.
2. We discussed the heavy overtime costs over the past few years and
he said he wished to effect some large reductions in that area. I asked
whether he had considered changing the hours as over the years some of the
secretaries had mentioned to me that because of the work in NSC the officers
did not really start providing them with t;~ ping, etc., until- late in the
afternoon. Mr. Shull said that he was going to seriously consider shifts.
3. We got down to the nitty-gritty, namely, NSC hoped to arrange a
different agreement with CIA than has been the case in the past, i.e..,,
NSC has always reimbursed us for salaries, overtime, etc., for any secretaries
detailed to NSC. (The Agency has always provided professional personnel on
a non-reimbursable basis.) Mr. Shull stat:ccl that; the Defense Department is
agreeable to a non-reimbursable detail for their secretaries who are on
detail to NSC. State, which apparently has been reimbursed in the past, is
now re-looking at the situation as they believe that a detail to NSC may be
good from a developmental standpoint for their secretaries. Thus, they will
probably not require reimbursement.
4. Mr. Shull asked that the Agency consider not requiring NSC to
reimburse for the basic salary, etc., of the seven secretaries detailed to
NSC. NSC would reimburse CIA, though, for any overtime expended.
5. If it is not possible for the Agency to go along with NSC on the
basis set forth by Mr. Shull in paragraph 4 above, it is probable that they
will return to us most of our secretaries on detail, especially those whose
grades are in excess of GS-7. He.can hire directly for CS-6. or. -7 perhaps
college graduate secretaries thus reducing his overall costs. I might add
that the high temporary rank held by two of our secretaries, i_e., GS-12, was
approved only after formal requests for promotion by appropriate authority
in NSC.
