In this letter President Truman orders the formation of the
NIA under his direction. He orders the Departments of State, War, and
Navy to supply personnel to create CIG but he will aipoint the Director
of Central Intelligence who will be responsible to the NIA. President
Truman outlines the organization and duties of the CIG with respect to
NIA control.
