HUMAN RESOUR S COMMITTEE
(Effective 12 October 1982)
Pursuant to the provisions of Section 102 of the National Security Act of 1947 and
Executive Order 12333, a Human Resources Committee (HRC) is herewith
established.
1. Mission
The mission of the Committee is to advise and assist the Director of Central
Intelligence (DCI) in the discharge of his responsibilities for the efficient allocation
and effective use of Community resources for the collection of positive foreign
intelligence information through human resources.
2. Functions
Operating under the general guidance of the Deputy Director of Central
Intelligence, the functions of the Committee are:
a. to examine problems and consider possible improvements in collection and
procedures for dissemination of intelligence obtained by human resources
and to provide recommendations to the DCI related thereto; and
b. to encourage and promote collection activities and coordination among
human resources collection agencies concerning the allocation of effort and
responsibility for the satisfaction of foreign intelligence needs. In particular,
to advise the DCI with respect to the following activities supporting his
responsibilities established in Section 1.5 of Executive Order 12333 insofar
as they pertain to human resources collection:
(ii) the review and evaluation o
collection and reporting activities in response to approved collection
guidance;
(iii)
(iv) other human resources foreign
appropriate.
3. Community Responsibilities
Upon request of the Committee Chairman, Intelligence Community organiza-
tions shall, within established security safeguards, furnish information relevant to the
Committee's mission and functions.
This directive supersedes DCID No. 1/17, 18 May 1976.

4. Composition and Organization
a. The Committee Chairman will be appointed by the Director of Central
Intelligence. The members of the Committee will be representatives of the
Intelligence Community principals.
b. The Committee Chairman may invite representatives of other United States
Government entities to attend as appropriate.
c. The Committee Chairman may establish subcommittees, working groups,
advisory groups, or other supporting units as appropriate.
d. The Committee will be supported by an Executive Secretariat.
