This is the fourth of a series of reports published monthly in an
effort to provide continuous detailed information on 28 selected military
complexes, marshalling yards, storage areas, and transfer points in South
China and North Vietnam. The targets have been selected as those most
likely to provide indications of a military buildup.*
This study utilizes all photographic coverage taken and available
during the preceding month. Only those targets covered by interpretable
photography are analysed and these are arranged alphabetically within
country. The quality of photography for each entry is given with the
mission reference (i.e.

I. CHANG-NING-HSIN-HSU MILITARY COMPLEX 23 14N-114 03E
A. The driver-training area 3 nm SW of the tank/assault-gun
storage and maintenance area (See Ba, Figure 4, CIA/PIR-
67190, January 1 66 is identified as the Hui-yang Training
Area No changes are observed in the cloud
free areas of the complex except as noted below.
B. Changes observed:
1. Heavy scarring is observed in the Hui-yang
Training Area.
2. A probable tracked-vehicle driver training
course has been added in Area G (See Figure
4, CIA/PIR-67190).
3. An area of unidentified activity is observed
1.0 nm south of Area Ai (See Figure 2 and 6,
CIA/PIR-67190). Scarring with possible build-
ings in the folds of the hills is observed
giving the area the general appearance of a
storage facility.
C. Oni one cargo truck, eight U/I vehicles and
at least 32 vehicles/pieces of equipment were observed in
cloud free areas.

II. CHIU-WENG-YUAN MILITARY FACILITIES 24 22N-113 50E
A. Only part of the military complex is observed through
scattered clouds.

training area is located 2 nm
NW of Area "Ag" (See Figure 4).
A headquarters area, which was imaged on poor I icoverage
is partially observed on this coverage. It is
located at 22 31N-113 49E. The following is observed through
scattered clouds and cloud shadow:

15 support buildings, and 2 transloading sheds.

Reference Missions:
A. In the urban area and Ordnance Depot, rafters are observed
on at least 16 buildings. No activity or construction
materials are observed near these buildings with recon-
struction appearing to be at a standstill.
Construction continues at the airfield under construction.
Construction equipment is present.
No logistical concentration of AAA or SAM equipment is
observed in the Yen-bai environs.
B. In the Yen-bai Railyards 42 units of
rolling stock (eight with disruptive painting) were
