1. The time seems ripe for establishing closer rapport, on
25X1X7 an operational level, between the MLibrary and the CIA Library.
25M7 Recent inquiries received frgm_make clear their interest in
our Library system. We, in turn, are anxious to learn how they
organize their intelligence information, what publication procure-
ment sources they employ, and which of their official publications
are available for exchange. A discussion. of reference facilities
and allied problems would greatly benefit both organizations.

2. The most effective single method of developing desirable
working relationships between the libraries would be through
personal contact of their key administrators. It is requested,
therefore that the CIA Librarian or his Deputy be authorized to
visit for one week to establish such a contact.
3. As a corollaryr, the CIA Librarian should be authorized
to invite the -Librarian for a visit to Washington at his con-
