A review of the island for military activity is being done in accordance with the following priorities: Part I 25 nm inland from the southwestern coastline between T-eng-Ch-iao and Fo-Lo (completed) (Reference CIA~PIR-67076, September, 1965). Part II within a 25 nm radius of Hai-K'ou. Part III 25 nm inland from the remaining coastline. Part IV the remaining inland area, particularily within 15 nm of any major road or rail. The systematic analysis of the regions will be done under the following categories: A. Missiles B. Electronics C. Airfields D. Naval E. Barracks Areas F. Military Storage (including PO L) G. Coastal Defenses and AAA H. New Construction Activity The four regional studies will be followed with a more detailed systematic summation of all military activity and construction on the island. This final report will utilize photography to supplement installation descriptions. A. No missile related activity is observed. B. The Hai-Kou Radio Broadcast Station Chiung-Chou A possible SCR-270 radar is located 0.7 nm ESE of Hai-Kou Airfield at the probable Air Defense Headquarters. C. Hai-Kou Airfield is located 1.5 nm south of Hai-Kou at 20 01N-110 21E. Facili ies inc u e a ,600 x 200 ft., E~W concrete run- way (serviceable , 2 crossover and 2 end-connecting links, and a dispersal area north of and adjacent to the parallel taxiway with 20 revetted and 1 unrevetted hardstands. Seven other revetted hardstands are located south- east of the runway and 8 revetted hardstands are located SSW of the runway. A firing-in butt, 2 concrete alert aprons, 4 concrete parking aprons, 3 hangers, 1 operations building with control tower, 1 maintenance building, 1 probable administration building, 2 ammunition storage buildings, and 14 support buildings are located adjacent to the parking area. 25X1 Two barracks areas are located on the north side of the airfield. The larger area contains 2 administration buildings, 38 barracks, 12 storage buildings, 5 probable explosives storage buildings (revetted, 2 possible vehicle sheds, approximately 55 support buildings, and a swimming pool. The other area contains 1 administration building, 8 barracks, 6 quarters, 4 support buildings, and an athletic field. A probable Air Defense Headquarters area is located adjacent to the southeast end of the airfield and contains 3 probable administration buildings, 9 barracks, 1 probable vehicle shed, and 18 support buildings. D. Hai-Kou Port and Naval Base is located at Shu-Chang (20 Ol 30N-110 161 10E~. Facilities consist of 2 breakwaters, one quay, one T-head pier, 5 administration buildings, 35 barracks, 4 warehouses, 15 storage buildings, 40 support buildings, and 1 messhall. No naval activity or support facilities are observed in the city of E. A barracks area is located on the west edge of Hai-Kou adjacent to the Nan-Tu River at 20 02 54N-110 19 28E. The facilities include 1 administration building, 8 barracks, 1 probable classroom building, 11 probable storage buildings, 1 vehicle shed, and 12 support buildings. A probable barracks area is located on the southwest edge of Hai-Kou at 20 02 34N-110 19 50E. Facilities include 5 administration buildings, 18 barracks, 2 probable basketball courts, 1 possible gymnasium, and approximately 40 support buildings. A possible barracks area is located on the south side of Hai-Kou at 20 02 12N-110 20 05E. Facilities include 2 administration buildings, 4 barracks, 1 probable storage building, and 9 support buildings. A probable barracks area is located 0.8 nm SW of Hai-Kou at 20 02 OON- 110 19 25E. The installation contains 1 administration building, 7 barracks, 6 probable storage buildings, 12 support buildings, and an athletic field. 25X A probable headquarters and barracks area is located 1 nm SSW of Hai-Kou at 20 Ol 43N-110 19 42E'. On the north side of the road are 1 administration, 5 probable barracks, 2 guard buildings, and 6 support buildings. The barracks area on the south side of the road contains 1 administration building, 30 probable barracks, 4 probable vehicle sheds, 1 probable theater, and approximately 25 support buildings. A barracks area is located 1.5 nm SW of Hai-Kou at 20 Ol 27N-110 19 15E and contains 2 administration buildings, 30 barracks, 6 storage buildings, 1 probable equipment shed, 2 guard buildings, 1 theater, and 12 support buildings. A large barracks area is located 2 nm SW of Hai-Kou.at 20 Ol 25N-110 18 45E. Facilities include 5 administration buildings, 80 barracks, 7 probable quarters, 19 probable storage buildings, 8 vehicle equipment sheds, 58 support buildings, and 1 athletic field. A barracks area is located 1 nm WSW of Ch'iung-Shan at 19 59 35N-110 19 25E and contains 2 administration buildings, 16 barracks, 13 probable storage buildings, 2 probable vehicle sheds, and 27 support buildings. A possible barracks area is located 1 nm SE of Shu-Chang at 20 Ol OON- 110 17 OOE. Facilities include 1 administration building, 13 barracks, 2 large monitor roof buildings, 4 storage buildings, 1 large unidentified building, 24 support buildings, and a probable parade ground. A probable barracks storage area is located 0.5 nm south of Shu-Chang at 20 00 57N-110 16 05E and consists of a barracks area and 2 separately secured storage areas. The installation may be Shu-Chang Supply Depot Hai-Kou 2 5X1 A probable barracks area is located 1 nm-west of Shu-Chang at 20 Ol 20N-110 15 l0E and contains 2 administration buildings, 1 probable barracks, 8 quarters, 2 storage buildings, 1 possible vehicle shed, and 19 support buildings. Chiu-Chou Barracks and Supply Depot is located at 2 5X1 19 46N-110 25E and consists of 2 areas. The wes area con alns 1 administration building, 12 storage buildings, 2 probable vehicle sheds, and 2 support buildings. The east area contains 3 probable administration buildings, 25 barracks, 8 storage buildings, 6 probable veYiicle sheds, 6 support buildings, and a revetted excavation containing at least 6 POL blimp tanks. A large military complex: consisting of 15 areas is located in the vicinity of Ta-Chih-Po-Ship (19 48N-110 41E). Area 1. A moving target firing range consisting of 5 moving target runs is located at 19 48N-110 ~+OE~ (appears in di Buse) . Area 2. A barracks area located at 19 49N-110 40E contains 1 administration building, 9 barracks, 8 storage buildings, and a possible hospital. Two separately secured areas contain 6 possible ammunition storage buildings and 8 support buildings. Fresh wheeled-vehicle driver training trackage was observed on coverage. Areas 3, 4 and 5. Three barracks areas are located at 19 52N-110 43E. One area contains 1 administration building, 8 barracks, 4 probable quarters, 3 storage buildings, 12 support buildings, and a probable parade ground. A second area contains 1 administration building, 20 probable barracks, 1~+ probable storage buildings, 20 support buildings, and an athletic field. The third area contains 1 administration building, 8 barracks, 4 probable quarters, 3 storage buildings, and 7 support .buildings. Area 6. A barracks area is located at 19 49N-110 39E and contains 1 administration building, 10 barracks, and 12 support buildings. Areas 7, 8, 9 and 10. Four barracks areas are located at 19 50N-110 39E. One area contains l~administration building, 3 barracks, 2 storage buildings, 1 probable vehicle shed, and 5 support buildings. The second area contains 1 administration building, 4 barracks, 6 possible vehicle sheds, and 9 support buildings.. The fourth area contains 2 administration buildings, 7 barracks, 4 probable quarters, and 11 support buildings. Area 11. A barracks area is located at 19 51N-110 39E and contains 1 administration building, 6 barracks, 3 quarters, and 11 support buildings. Areas 12, 13, 14 and 15. Four barracks areas are located at 19 53N- 110 40E. One area contains 5 barracks and 6 support buildings. Four other buildings have been razed. The second area contains 5 barracks and 4 support buildings with 4 other buildings having been razed. The third contains 1 administration building, 11 barracks, 8 storage buildings, 1 probable vehicle shed, 22 support buildings, and 4 foundations from razed buildings. The fourth area contains 5 barracks, 5 support buildings, and 4 foundations from buildings which have been razed. All fifteen of the areas appear to be secured by walls. Extensive trenching and numerous emplacements are located throughout the area. The occupancy of the barracks areas appears to be far from capacity and it is possible that some may no longer have a military function. A military area is located at 20 02N-110 34E and contains 1 administration building, 10 barracks, 3 support buildings, and an athletic field. F. A probable military storage area is located in the south part of Hai- Kou at 20 02 32N-110 20 08E and contains 1 administration building, 10 storage buildings, and 10 support buildings. A vehicle park storage area is located 0.8 nm SE of Shu-Chang at 20 Ol OON-110 17 OOE and contains 1 administration building, 2 probable barracks, 18 probable storage buildings, 5 possible storage buildings, and 15 support buildings. At least 55 cargo trucks were observed on 0 coverage. 25X 25 A vehicle park storage area is located on the south side of Hai-Kou Airfield at 20 00 55N-110 20 45E and contains 1 possible administration building, 2 probable storage buildings, 3 possible vehicle sheds, 1 building under construction, and 3 support buildings. Four cargo trucks are observed on 0 coverage. 2 5 A POL storage area is located 1 nm west of Shu-Chang at 20 Ol 35N-110 15 15E. The installation is probably double secured and contains 7 large POL tanks, 2 probably semi-buried POL tanks, 2 large tanks probably under construction, 3 possible storage buildings, a probable maintenance building, a power plant with a support building, and 4 other support buildings. Material in open storage is located in the east part of the installation. Two other probably associated buildings are located adjacent to the south side of the area. Approved For Release ~~/d,~~[{~I/{~ 25 For Release 20~~85~0~~ CIA~PIR-67102 A POL storage area is located 0.6 nm SW of Shu-Chang at 20 00 55N-110 15 47E and contains 10 large semi-buried POL tanks- on the edge of a ravine. Small support buildings are located at the base of each tank and 2 other .large support buildings are located in the ravine. This area may service the port and naval base. A large POL storage area is located approximately 1.0 nm west of Hai- Kou Airfield at 20 Ol OON-110 19 10E. Facilities include 8 large semi-buried tanks and 3 medium tanks in a secured area. This facility probably serves the airfield. G. Coastal Defense Positions. A probable 4-gun coastal defense position is located at 20 03N-110 11E. The emplacements are probably revetted. ? A probable 3-gun coastal. defense position with bunkered emplacements is located at 20 01N-110 18E. A probable 4-gun coastal- defense position with possibly bunkered emplacements is located at 20 05N-110 34E. Unlike the Yu-Lin area, very little trenching or other means of coastal defense is observed in the Hai-Kou area. The extreme southern area was scanned utilizing oblique photography and fair quality ~ photography. Very little activity is noted outside of the Hai-Kou~Shu-Chang area. In the Hai-Kou-Shu-Chang area are numerous installations which have a military appearance. However, upon closer examination and by using collateral information many of these installations were in reality found to be schools, communes, and small industries. No unusual items of interest were discovered during the study of Area II.
