Subject: Effective Date for 1977 GP/GA Wage Schedule for Journeymen
1. Upon receipt of GPO-640-42, 4 August 77, and a covering memorandum
from Chairman, Joint Committee on Printing to the Public Printer, OLog/P&PD
questioned why (this schedule had a different effective date (18 June 77) frNm
than the 19 June effective date for the recently published piecemeal schedules
for apprentices, supervisors, and bindery assistants.
2. Mr. McGee, GPO/Planning & Evaluation Staff("labor relations',, advised
that the piecemeal schedules recently issued included those categories of employees
who are not entitled to wage conferences, like journeyman craftsmen, and appeal
rights to the Joint Committee on Printing. Wage matters for these employees
comes under the discretion/authority of the Public Printer. Thus, 19 June, the
start of a pay period, was selected as an effective date for those schedules.
The 18th of June date was as a result of the date of contract bargaining with
the unions.
3. Mr McGee further advised that, contrary to the apparent meaning
implied in 640-42, 18 June 1977 has not yet been approved as the effective date,
for journeyman wage increases. The matter of "retroactive pay" is currently
being considered within G1%- In the meantime, as stated in 640-42, tie schedule
will be effective 7 August 1977. When and if retroactive wages arenapproved by
the Public Printer is pending a computation of the total cost of all balk wages
as well as who all will get it---just journeyman, all categories (i.e. 19 June
back to 18 June), or no one. A special pay check will be k issued if retractive
wages to 18 June 1977 are approved.
4. My own comments: There are two schools of thought in whether or not to
grant retroactive pay. Management opposes it because the unions lost their appeal
for higher rates so the rates should be effective after the battle-ea-7 August.
The uniopns naturally want it-they've already lost the appeal. It would be
rubbing salt into the would not to get retroactive pay back to the normal
anniversary date (June/July).
5. Mr. McGee said he would keep me posted on further developments about
the retroactive pay. I notified the Agency components concerned (OLog/P&PD;
NPIC; OTS/GARB; and OBGI) about the above and PMCD today issued the schedule
for journeymen.
