A rail spur, appearing onm
photography and con-
structed sometime since -
leaves a rail line at the mouth of the
Bol'shaya Khadaya River. It has
been analyzed because of possible
association of rail spurs with guided
missile activity. It extends 2.5
nautical miles (nm) up the river to
a secured mining operation at

section of this spur is oriented along an azimuth o from true
north. The main line services both the Rybkino area to the north and
the Sovetskaya Gavan area to the east, but the spur line traffic appears
directed mainly toward Sovetskaya Gavan.
Since an examination of photography covering Sovetskaya Gavan
and vicinity reveals no indications of ore processing or associated
facilities, the classsification of the mine cannot be determined. In addition
to the rail-served mining operation the area contains a forced-labor camp,
a site of undetermined activity, personnel quarters, and a probable shop
facility (see Figures 2 and 3). A power line extends from Sovetskaya Gavan
to the area, but no substations can be located. 25X1 D
The rail-served mining operation contains an open-pit mine on a
hillside and a transloading site at the base of the hill. At the time of
photography this site contained four gondola cars. each, and
two gondola cars, each. The entire operation. is enclosed
by a wire fence with security towers placed at intervals along the fence

The forced-labor camp, which is enclosed by a wall measuring 425
by 320 feet, is located south-southeast of the mining operation. The

feet located outside the camp wall probably provides quarters for guards.
The site of undetermined activity is located 600 feet east of the
forced-labor camp. It consists of a single-story, gable-roofed building
115 by 35 feet at the terminus of a probable rail spur under construction.
The spur will connect the building with the present spur line at a point
approximately 1,140 feet northeast of the 9mining operation. At a point
760 feet northwest of the building, another probable spur under construction
branches off toward a POL storage facility.

Personnel quarters. are located approximately 1,300 feet south of the
forced-labor camp. They consist of four single-story, gable-roofed
guided missile activity at the time of photography.
