Morning Meeting of 5 December 1969
ADD/I presented the first in a series of weekly briefings on the
status of SALT negotiations.
Godfrey reported that the Agency is closely watching recent
unusual developments in Hanoi which suggest that there may be an
internal security problem.
Godfrey informed the Director that prospects for the survival
of the present Italian government through the end of the year appear
better than even.
D/ONE noted that recent efforts to reduce the number of copies
of NIEs distributed in the community are being offset by supplementary
requests for additional copies. The Director noted that the Agency
should judge each special request on its merits but said that supple-
mentary requests for copies should be signed by the head of the requesting
intelligence agency. D/ONE also expressed concern over DOD dis-
semination of the NIPPs to Service Schools and Field Commands.
DD/S invited attention to a very complimentary article on the
Director in the Northern Virginia Sun.
DD/S requested guidance on the handling of the Vice President's
visit to Headquarters on 9 December. The Director said that the pro-
gram should be low key and businesslike and should be limited to a
luncheon and briefing. The Director also requested that all brief ers
be alerted to be well prepared for their presentations.
DD/S reported that the Civil Aeronautics Board has requested
a briefing by the Agency on the Air America complex.
The Director instructed to alert Carver to give a ten-
minute report on his impressions of Vietnam to the 8 December
Morning Meeting.

Maury reported on recent contacts with Senators Pell and
Jackson.
DD/P reported that Gordon Gray of PFIAB has requested a com-
prehensive briefing on 11 December on Agency FI operations. The
Director suggested that DD/P consult Mr. Gray ahead of time to
determine his particular interests.
DD/P noted that both he and the ADD/P will be unable to attend
the Morning Meeting on 11 December.
Executive Director reported on his 4 December session with the
Bureau of the Budget to appeal their decision to reduce funds for certain
Agency programs.
The Director instructed that a paper be made ready for him to
send to Dr. Kissinger by 9 December which will seek support for the
above four programs.
DDCI reported that he will be absent from 6 through 9 December
to attend the BONUS STRIKE Conference in Puerto Rico at Ramey Air
Force Base.
DDCI noted that Admiral Gayler will visit Headquarters today for
lunch with the Director and briefings by senior Agency officers.
The Director invited Godfrey's attention to
Warsaw Pact attitudes toward European security problems. He urged
that the subject be fully covered in publications in view of the great
interest in it on the part of senior Government officials.

prosecute certain Haitian dissidents in the U. S.
