This memorandum is forwarded in answer to the above mentjioned requirement which requested an analysis and a comparative study of the petroleum refinery located near Krasnovodsk, USSR. 2. Information concerning this refinery as requested is as follows: a. Location - The refinery is located along the eastern shore of the Caspian Sea just northwest of the city of Krasnovodsk at geographic coordinates 400 Ol'N - 520 571E. Crude oil processed at the refinery is probably piped to the refinery from a crude oil storage area at Ufra approximately 5-2 nm southeast of the refinery at geographic coordinates 390 59'.N - 53? 05'E (See Figures 5 and 6). b. Areal Extent - The refinery area is rectangular in shape measuring approximately 7,410 x 5,700 ft. and is oriented WSW/ENE. The main production and refining area measures approximately 2,c5o x 5,700 ft. 25X1 D c. There is still sufficient room for cxpansicn and it appears as if additional tankage and related industries will. be located in close proximity to the refinery. T/l,! Level of Activity - The refinery, and associated activity, appeared to show evidence of some level of operation on photography used in this study. e. Photography Used - All available photography covering this plant area was utilized in this study. From this material, one over- flight and two satellite missions were .selected on the basis of having 25X1D good quality photography. Figures 2 and 4, contain all of the pertinent data including annotations and construction changes that were evident within the period. Detail concerning the changes, additions and identification of changes that have occurred during this period is given in chronological order in the following paragraphs. 3. The refinery appeared to be in final stage of construction in I(See Figure 2). a. Overlay I - Plant analysis of the refinery and associated facilities are as follows, (See Figure 2, Overlay I, for corresponding annotation numbers): (1) Ten buried storage tanks (2) Six semi-buried storage tanks and two revetted storage tanks with pump house. The area is served by road and pipeline. (3*(11) Administration area, warehouses, barracks and repair shops. (4)&(5) Probable lubricating oil refining area. This area contains a lub oil unit and approximately 55 storage tanks of various sizes. (6) Two compressor buildings (7) (20)&(25) Oil storage area. Consisting of 81 storage tanks of various sizes and 4 blimp tanks for blending. These tanks are used to hold completed products as well as crude oil. (8) Probable asphalt plant with associated storage tanks. (9) Cracking and distillation units and associated support equipment and several storage tanks. (10) Two possible desalting units (12) Railcar loading and unloading facilities with two loading and unloading racks. (13) Water treatment and pumping facilities. (11+) Blowdcwn stack and pit. (16) Packaging, shipping and warehousing. This area is probably engaged in packaging final products for shipment.. (17) Sulphur loading and unloading building (18) Ammonia unloading (19) Acid shed (21) Machine shops. This area contains approximately eleven buildings and aggregate storage. (22) Caustic wash unit (23) Heat and Power plant (21+) Combination unit. This unit probably contains thermal reforming, topping, thermal cracking, single-stage caustic wash, and polymerization. (26) Cracking and treating unit (27 Transfer pumphouse for ethyl blending plant (28) Ethyl blending plant (29) Gas plant. There are five blimp tanks and three liquid storage tanks for possible off test aviation base. (30) Alkylation unit (31) Acid and gas recovery unit. There are 24+ blimp tanks and four liquid storage tanks. (32) Flare towers. There were two flare towers observed at this refinery, one south of the refinery complex and the other west. b. Crude oil storage (See Figures 5 and 6). This area contained n storage reservoirs and 101 storage tanks on the coverage of 21 new tanks had been added for a total of 122 with sites for 12 more. No new open storage reservoirs had been constructed during this period. 4+. Photo coverage over the refinery and associated industries on KEYHOLE 25X1D as utilized for the major visible changes 25X1D that have occurred during the period (See Figure !,Overlay II for corresponding annotation numbers . (1) Area of new construction.- This area is located north and adjacent to the refinery.
