A major airfield is under construction at 24?331N 117?39'E which is three miles north of LUNG-CHI and twenty-seven west of ANDY. Vertical aerial photographic coverage taken between s been used in the preparation of this repo A study of photography indicates that the airfield has been under con- straction for at least two months. Judging from the rapidity of grading act3ty carried out during the period of observation it seems that an add- itional eight weeks will be required for completion of this phase of work. It may be expected that final grading activity will begin by the middle of June and completed by the end of July. Final surfacing should be completed by September. There are no indications of revetment of taxiway construction. Only a limited number of permanent supply. administration or barracks type buildings have been constructed. Construction of these facilities can be carried out at the same time as work progresses on the runway and airfield area. However, a delay in beginning the construction of these facilities may result in a delay in the final completion of the airfield. Grading activity is in pro- gress in an-area approximately 9,600' x 1,600'. The original field pattern is Mill apparent over most of this area. Field surfaces are being smoothed and material is being laid down on portions of a probable runway. While con- struction work has probably been in progress for as much as eight weeks, only preliminary grading and early sub-surfacing work has been carried out on the airfield area. Excavation of material from an area 1?00' x 300' and apparently between 60 and 80 feet in height is in active progress in the southern portion of the airfieldo The area is being leveled and a drainage ditch is being out through the hill. Several smaller areas of excavation are in progress and are indicat- ed on Enclosure No. 1. Nineteen buildings, each ?0' x 30', are located on the field parallel to the probable runway and taxiway. There buildings. associated with runway con- struction, may be used for the storage of cement. The airfield is being built across the road from Lung-Chi to Ch'ang-T'ai. Although this road is still in use, a bypass road has been constructed around the west end of the airfield. The bypass road is connected to the west and north ends of the airfield by new roads, The lack of adequate waterways, the current road network,:and the presence and apparent activity of trucks indicate that building materials will be brought in by motor vehicles. Probable quarry sites are located three miles to the northeast, 187 buildings averaging 90' x 35' have been constructed in areas about the airfield. However, a number of these buildings are probably used as administrative, storage, and shop buildings necessary in the construction of the airfield, An apparent pipeline has been constructed from the west and of the air- field to the Chiu-lung Chiang (River) three miles to the we, The pipeline follows an irregular course to take advantage of low-lying terrain. A probable water tank is under construction on a hill near the southwest end of the airfield. The airfield is protected by sixteen medium (85mm). twenty-four light (37mm) and eight AA machine guns, photo coverage (Enclosure No, 2). Rapid progress is being made in preliminary grading and in sub-surfacing activity. This activity extends along the full length of the airfield.. Excavation of materials con- tinues from the two areas in the southwest portion of the airfield. A new area of excavating has developed at the eastern end of the airfield. Grading activity now extends over a field area of 10,550' x 1,6000. Six additional storage buildings have been constructed along the runway 25X1D since photo coverage of Five buildings averaging 85' x 50' have been constructed off the southwest section of the airfield. A four gun light AA battery formerly located on a hill 3,3000 north of the airfield is now located 1,200' south of the field. A hospital composed of twenty-eight buildings occupying an area 2,2000 x 1,200' is located 7,200' northeast of the center of Lung-Chia ti S,&.G-R E T NOFORN 4. These buildings are indicated on Enclosure No. 2. M photography (Enclosure No. 3). Approximately one fourth of the field area was obscured by clouds, Sub grading activity is continuting on the runway and on a parallel taxiway.' Rock piles are under construction along the runway. 25X1 D -photography (Enclosure No. 4). Grading work is continuing. Rock piles extend along approximately 30% of the runway. One additional storage building has been constructed on the airfield. 25X1D photography (Enclosure No. 5), The road entering at the west end of the airfield is being extended Into the airfield area parallel to the runway. It appears that the road may ultimately extend the, full length of the runway. E. ovation of material is continuing in the southwest portion of the airfield. A system of trenches has been constructed in the north. western portion of the field area. Drainage ditches have been constructed in the central portion of the airfield. Grading activity has been extended for 2.3001 beyond the eastern end of the airfield as Indicated in Enclosure No. 5. Grading and airfield construction now extends over an *rea 11,9001 x 1,6001, Indications are that the runway will be at least 8.0001 long and probably longer. Five additional buildings similar to those constructed along the runway have been constructed just north of the airfield.
