As you know we at CIA have taken quite seriously the
charge that our intelligence analyses must be improved. We
have a number of initiatives underway that address problems
specifically mentioned in your article

With respe specifically to your comments about the
1973 oil embargo, I am sending you a eop_y of an `Internal C'M
review directed at the findings in the Comittee?s Report,
In some important respects it challenges the Report, while
in others it is in agreement. I hope that you will find it
useful as the Committee investigates additional Agency analyses.
