SUBJECT: Daniels Bill - H. R. 9825
1& 9
1. 1 talked.to Mr. Roger VT. Jones, Bureau of the
Budget, about the Daniels bill and its relationship to our early
retirement legislation. He said he was not sure that the bill
was going to move in its present form as the Administration
had dug in its heels on some provisions.
2. As I understand it, the Adrninistration agrees with
the increase to seven per cent and to work on the unfunded
liability, but here the new provisions would add a total of
land
this the Administration finds hard to take. They are for the
restoration of the widows x annuity, but are definitely against
the "high three" although they expect this to corns eventually,
and are also definitely against crediting sick leave as they
feel this is not the way to approach it. Mr. Jones feels there
is some infighting about the process of getting a rule, and he
will try to find out more about it.
