The conclusion of the Nuclear Regulatory Commission that inspection alone can not reliably warn of diversion of reprocessed or highly enriched fuel for use in atomic weapons, although not a new discovery, will alarm a great many people and arouse concern whether our coverage of these activities is as good as it can be. 2.
