At the meeting with STAP, they raised the question about what we know today about the design bureaus and research centers in the Soviet Union. In connection with the exercise we are now doing, would it be worthwhile to get a current review and evaluation of the weapon systems under development and design bureaus and research centers and what we are likely to be dealing with in the future. 2. Also, they brought up the large numbers of Soviet petitions at the United Nations for positioning and orbit and they, thought that we should press at the UN to require de-orbiting of space vehicles. Could you find out whether this is something that should be passed on to State, or wherever, and have somebody formulate it in a memorandum appropriate to seeking action. William J.
