MEMORANDUM FOR: Executive Assistant to the DCI
SUBJECT: Unanswered Correspondence from DoD
1. The only deficiency with which I am associated
relates to paragraph le of Dr. Fubini's bill of particulars.
2. This communication took the form of a blind
memorandum describing the corporation which Fubini left
with the DCI (or sent to the DCI) with a handwritten note
saying "for your information,'I 11per our conversation," or
something like that. The Director sent it (or gave it) to me

I1which I sent back to the DCI, I think shortly before his
departure for E:=n December. The Director gave it back
to me with the request that I discuss it with Fubini just about
the time of Fubini's departure for his own trip to the Far East
early in January. In the meantime, I solicited further comments

3. The FLAB memorandum of 7 February includes
(recommendation 4) a proposal to create a similar corporation
and comments on this proposal are being formulated jointly by
NSA, CIA and DoD. In the meantime, I discussed it with Fubini
on 21 February. Actually Fubini knows perfectly well that the
matter is under consideration and that it is not the kind of a
problem which is susceptible to solution by correspondence. STATINTL

1. On 27 February Dr. Fubini listed orally the attached
examples of pieces of correspondence which he said had been
sent to us and were unanswered:
a. A letter concerning the relationships of JRC-
J CS -NRO.
b. A letter of last November concerning Department
of Defense policy on reconnaissance.
c. A letter of last October describing Department of
Defense relationships with NASA.
d. Comments on a National ELINT plan.
e. A letter proposing a Sandia-type corporation to do
external research for NSA.
2. Mr. McCone wishes to be advised of the status of the
above correspondence. It is suggested that appropriate offices
review their files and report on the status of any other corre-
spondence from DOD officials with reference to NRO and related
matters.
