MEMORANDUM FOR: ACTING DIRECTOR Attached is an opinion dealing with the authority of the Director to let the contracts for the proposed CIA building. There is dis- cussed the position of the General Services Administration that they have a pre-emptive authority in this field. The opinion concludes that the Director has full authority and responsi-, bility in this field under the existing statutes.
