6. (Confidential - JMM) During a lunch with Richard Capen,
Assistant to the Secretary (Legislative Affairs), DOD, and his Deputy,
Brigidier General James Lawrence:
a. We commiserated over the state of affairs in the
Senate Armed Services Committee which DOD finds quite as
frustrating to work with as we do.
e b. I explained our concern about the ]Ervin bill, with
which Capen seemed unfamiliar.
c. Capen said the Secretary was still much concerned
about POWs being held by the North Vietnamese, and Capen
wondered whether the Agency had any contacts among U. S.
businessmen or private citizens, or third nationals, who in
turn had direct or indirect contacts in Hanoi which could be
used to maintain pressure on the North Vietnamese government.
I said I was sure this problem had been thoroughly surveyed in
the past but I would be glad to ask my colleagues to take another
look.
