1o In mid-September 1952 the Chinese Communist Central and South China
Military and Administrative Committee?(CSCMAC) ordered the Kaochou-
Leichou Military Sub-District of the Kwangtung Military District to
extablish a garrison command at Fort Bayard (110-21+, 21-11)1. An
increase in the number of troops and in military construction in the
Kuangchouwan (110- , 20- ) area had emphasized the importance of
security and an orderly administration in Fort Bayard.
2. The CSCMAC was to appoint LEI Yuan-kao (7191/6678/7559) pomander of
this garrison; FANG Hua (2455/5478) political commissar; and CH'IN
Fang-chaai(41+1+0/5361./7872) deputy commander.
