Dear JPRS Contractor:
As you know, the U.S. Joint Publications Research Service,
which provides translation support as a service of common con-
cern for the U.S. Government, is directly associated with and
funded by the Central Intelligence Agency.
Consistent with the policy of the CIA, JPRS cannot-enter
into any paid or contractual relationship with any full-time or
part-time news correspondent accredited by any U.S. news service,
newspaper, periodical, radio or television network or station,
or with any American clergyman or missionary.
The purpose of this letter is to inform you and all JPRS
contractors of this policy. In compliance with this policy, we
will be required to terminate our contract with anyone who falls
within the categories cited above. I must therefore ask that
you inform us, immediately should you establish such affiliation
in the future.

Relative to our phone conversation, the facts are:
I am an ordanied minister (Sou. Baptist) but do not carry
out the duties of a minister as comonly understood, i.e.
pas Loring a church.

I work for a worldwide Christian organization (Pocket Testament
.League) involved in scripture distribution. I do not work
overseas (criterion for being missionary) but rather as
executive secretary for Asian affairs.
The organization, P.T.L. has letters of recommendation from
every president of the U.S.A. from President Roosevelt on.
These are available for inspection.
While overseas on trips, I do no work for JPRS
I hope this explanation is sufficient to continue our
present relationship.
If not, I would appreciate hearing from you.

This is in response to your 3 March 1977 letter in which you
explain your clergyman status.
I regret to inform you that under our organization's broad
interpretation of the prohibition of maintaining contractual re-
lationship with American clergymen, we must terminate your con-
tract. The fact that you are an ordained minister puts you in
the category of those we are proscribed from entering into a con-
tractual relationship.
Accordingly, a termination notice effective l April 1977 will
be forwarded to you under separate cover.
Please accept my appreciation and thanks for the services you
bave rendered JPRS since 1970.

I wish to appeal your letter of March 9, 1977 which terminates
my translation contract with JPRS on the basis of my ordination
(not currently being used as pastor of a church) in the past.
In talking with my brother-in-law recently who specializes
in law cases dealing with un-even application of law (and
rules) and discrimination, I understand that this will place
you in the position of having to terminate contracts with
everyone who has at any time in the past served as a missionary,
minister or was ever connected with a news firm. And the
burden of proof will be on you. You will have to prove that
you have so searched out each case and acted fairly.,
I am sure in the JPRS; files, which I believe are suppeonable
you would find some not now practising who have been connected
in the past with such activities.
I appreciate your promise to the American public not to utilize
religious personnel-to gather information, but surely
translation work is not the same. Our cooperation with the
government as citizens has always been part of what we believe
a Christian should do. This was true while we served as
missionaries (1955-1967) in Indonesia.
In light of the above reasons, I ask you to withdraw
your termination notice. If I become active as a minister
(pastoring a church) or as a missionary (in overseas work)
I will tender my own resignation.
