National Security Study Directive (NSSD) 1-82,
U.S. National Security Strategy
The President has directed that PD/NSC-18 and PD/NSC-62 be
reviewed and that a draft National Security Decision Directive
(NSDD), Subject: -U.S. National Security Strategy, be developed
for NSC consideration and Presidential decision. This effort
will-establish national security objectives, policies, and-
strategies which, in turn, will guide future efforts of the
respective agencies. Drawing on the previous efforts of_the
various agencies to -articulate elements of our national
security strategy, this NSDD will establish the -capstone. (S)?
In accordance with National Security Decision Directive 4,
Disposition of Presidential Directives, the NSC Staff will
chair this review.' The attached National Security Study
Directive ? (NSSD 1-82) provides the guidelines for this review. (S)
The first meeting of the interagency review group will be held
on February 18, 1982 at 1:30 pm in the White House Situation
Room. Request that names of attendees be provided to my office
(395-3330) not later than February 11. (U)

U.S. NATIONAL SECURITY STRATEGY
Introduction
in accordance with National Security Decision Directive 4,
Disposition of Presidential Directives, PD/NSC-18, U.S.
National Strategy, August 24, 1977 and PD/NSC-62, Modifications
in U.S. National Strategy, January 15,. 1981 are to be reviewed.
This National Security Study Memorandum establishes the Terms
of Reference for this review. (TS)
Objective of Review
To produce a National Security Decision Directive (NSDD), Subject;
U.S. National Security Strategy, for consideration by the National
Security Council and, in turn, for decision by the President. (TS)
Scope
The review will include, as a minimum, the following-topics:
FundamentalU.S. national security objectives.
Regional security objectives.
Impact of Soviet military power and international
behavior. on U.S. National Strategy.
Role of Allies in U.S. National Strategy.
Strategic Forces: objectives, policies, force application
strategy (to include incorporation of NSDD-13), and force
development strategy.

General Purpose Forces:
-- Policies for the use-of conventional military power
.to secure U.S. interests in peacetime and war (to
include regional considerations and priorities as
appropriate).
Force development objectives and. policies.--
Security Assistance policies and objectives.
Interim ;goals: 'Where existing and programmed capabilities
are insufficient to achieve desired objectives, interim
objectives should be defined. (TS)
This study will establish U.S. National Security Strategy and
will provide afoundation for companion studies on interrelated
matters of national strategy such as international economic,
diplomatic, arms control, and information strategies..
Administration
Management of the NSSD 1-82 review will be the responsibility of.
an interagency review group. - The review group will report its
findings for National Security Council consideration not later
than April 15, 1982. The review group will be chaired by the NSC
staff and members will include Assistant Secretary level .
representation from the Department of State, Department of Defense,
Central intelligence Agency, and the Joint Chiefs of Staff. .(C)
All matters relating to this NSSD will be classified Top Secret.
Dissemination of this NSSD, subsequent study material, and the
resulting draft NSDD will be handled on a strict need-to-know
basis. (C)
