MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Meeting with Vice President Bush,
23 December 1982
1. Yesterday you ticked off a series of items that
you wish to raise with Secretary Shultz and added that you
would also mention them to the Vice President. In addition,
I called Bush's office and obtained from one of his staffers,
Phillip Hughes, some additional topics which Bush would be
interested in discussing. The following, therefore, includes
all of the above inputs:
-- Central America. Included is the set of Talking
Points prepared yesterday for Bob Gates to use
at the Crisis Pre-Planning Group, which met
yesterday and is meeting again today on Suriname.
You will have seen these notes in your Clark book.
In addition, you have the memo from 25X1
outlining his concerns regarding Suriname,
Nicaragua, Argentina, and the overall review of
US policy including public diplomacy.

-- Angola/Nambia. The Vice President is apparently
quite interested in following events in this
region as a result of his recent trip to Africa.

Talking Points on the situation.
-- Iran. Bush continues to be interested in trying
to figure out where Iran is going. He apparently
has had contact with Dick Helms. Bob Ames' people
have provided an assessment of where they believe
the country is headed.
-- Andropoy. Bush also continues to express interest
in what the new Soviet leadership may do. I have
included a copy of'Andropov's speech yesterday,
as well as Bob Gates' recent assessment of Andropov's
power. Bush may not have seen this latter study.
Europe/INF. According to Bush's staff, in addition
to his concern about the political wisdom of
visiting West Germany in late January, the Vice
President will be probably interested in hearing
your thoughts on what the climate is likely to
bey princi l .in the INF basing countries regarding
INF. people have pulled some 25X1
Talking Points together for you to use. Bush's
precise itinerary has not yet been firmed up.

-- Leaks. You mentioned that you would like to raise
this subject. Included is a recent memo from
to McMahon forwarding a memo from 25X1
who has suggested some actions 25X1
that mig t be taken independent of the Willard
Report. supports Bob's ideas, but 25X1
asked him to tack e the analytical project
without help from an outside contractor. McMahon
did not pass this memo on to you because he was
concerned that it would be inappropriate to
end-run the White House. Sporkin reports that
Baker and others are reviewing the draft NSDD.
In addition, I have included the Executive
Summary of the Willard Report for your reference.
2. This is a rather lengthy agenda but I have tried to
anticipate a wide range of topics which are likely to come up.
Please let me know if there is anything else that would be
useful for your discussion.
