Taylor said that the remaining issue 25X1 on obtaining approval for the reserve release to pay is Congressional belief that it should be approved at the SCC level, which Taylor did not think was appropriate. Mr. Carlucci noted his understanding that the Director had discussed this matter with.Dr. Brzezinski, and Lapham added that it had been cleared with the White House legal office.
