SUBJECT t Inspector General Survey of NPIC
1. You are directed to conduct & comprehensive survey at the
National Photographic Interpretation Center (NPIC). For this peva.
pose the inspection team may be augmented by additional team
members and consultants as provided below.
Z. In addition to the customary emphasis on teguiatory authorities,
efficiency of personnel, and quality of morale, the Inspection of NPIC
should examine, but not be limited to, the following questions, bringing
to bear such outside technical competence as may be required to
resolve them:
a. Is NPIC adequately staffed? Does it have sufficient
qualified personnel, particularly photo interpreters, to masintain
production abreast of outstanding requirements?
? b. Has NPIC adopted the most modern procedures for photo-
graphic interpretation and does it maintain the level of these
standards? To this end does it employ the most advanced tech-
nical equipment available and use it efficiently in intelligence
readout?
c. Are there any existing devices and procedures not being
employed by NI= which might contribute to the haler exploita-
tion of the intelligence content available in NPIC photography?
For example, is it practicable to adapt stereo *can equipment
to improve our capability for spotting new intelligence targets

4. Has the growing accumulation of photography been
fully and systematically exploited to ensure its exhaustive
