Approved For Release 2007/09/25: CIA-RDP85M00363R000701600010-1 John, RE: Briefing of House Democratic leadership on Monday Plan as I understand it is for DDCI, Helgerson, and Fuller to brief at 1630, with a prebrief session at 1300. Based on our experience in briefing several committees on Lebanon over past week, I would suggest two strategies: 1. DDCI opens with overview of situation in Lebanon, including: a. current security situation and status of cease-fire b. status of political situation including latest on Geneva talks, which are scheduled to begin on Monday c. summary statement on who was responsible for bombing Marines d. in broad terms, what prospects for Lebanon are over coming months e. introduction of Helgerson, who would elaborate evidence for point "c." introduction of Fuller, who would elaborate "d" based on recent estimate. Rx DDCI opening statement with this option would be relatively brief. DDI/NESA is now planning to pull together talking points of (probably 2 pp.) for you to use; these would be ready noon Monday as now planned so that we can get in latest on Geneva. With this option Helgerson and Fuller would deliver presentations of length similar to yours and we would then field questions. 2. Alternatively, DDCI might carry the whole load in terms of formal statement, with Helgerson and Fuller available to answer questions. In this event, I x would suggest dxxoiiNgxomx this order: a. current situation in Lebanon NESA would give you 1-2 pp. latest and in Geneva situation by noon Monday b. responsibility for bombing Use pp. 1-4 of memo "Lebanon: Respon- sibility for the 23 October Beirut Bombings" You could read it into the record word for word or summarize. c. prognosis for Lebanon Use draft NID for near STAT term prognosis. Use Key Judge. of SNIE for longer look. I have discussed this with Graham. He and I will be happy to go with Options 1, 2, or whatever you would be most comfortable with. It would be helpful if you could get word to me at home regarding which option you prefer, STAT or if you need additional materia .
