Approved Foelease 2ETIA-RDP91-006800200120055-0 Journal Office of Legislative Counsel Friday -- 22 July 1955 1. Mr. Saunders and I met with Mr. Sprankle, Chief Clerk of the House Appropriations Committee, regarding the necessity of a letter from the Chairman authorizing the carry-over in no year funds of the CIA reserve. Mr. Sprankle felt that no letter had been necessary to express the Committee's intent, but in view of the fact that there was a letter last year authorizing the carry-over only through Fiscal Year 1955 indicated the necessity for such a letter either for the present Fiscal Year or on a "no year basis". Mr. Sprankle suggested that be- fore the Committee supplied such a letter it should have a formal state- ment from the Bureau of the Budget on this matter. 2. I briefed Mr. Lewis, Administrative Assistant to Senator Margaret Chase Smith, and Mr. Anderson, Administrative Assistant to Senator Potter, regarding the proposed CIA site at Langley, and left a copy of the Director's statement with them, as well as Miss Herndon, Assistant to Senator Kilgore. 3. Mr. Rexroad, of the Senate Appropriations Committee staff, informed me that he felt a very firm statement from the Director was necessary to make it possible for CIA to locate at the Langley site. He stated that he felt the members of the opposition had made considerable headway and that there had been some informal discussions among the Committee members which indicated that they felt that CIA should be required to make up its mind on the subject of a selection rather than presenting alternatives. This matter was discussed at length between the DCI, DDCI, DDS, IG and myself, and the Director also talked with Sen.. Saltonstall. As a result, a decision was reached that a letter would be inadvisable at this point and might tend to"muddy the waters", as well as to appear to be undue pressure. If such a letter were sent, the DCI would feel that it was necessary to reiterate his position as to the acceptability of either site, although expressing a strong position for Langley.
