2. ZAPT started the preliminary registering of Work Circles in early August
1954 . The registration .work made progress, but only slowly, for two
reasons: first, the establishing of the Work Circles wi by no ijiana
completed as of eaxly October 1954, and new ones were still in the process
of being founded; aeoond, ZAFT was heavily engaged in proce:,sing the 1955
Research and Development Plane which left little time and personnel for
work on the registering of Work Circles.
3. The following is a list of Work Circles which had been previserily regis-
teres at ZA?T as of early Uotober 1954. These Work Circles indicated by
an asterisk (*) are the ones which ZA'T intended to receawend being put
under direct ZAFT supervisions
