In mid-1966, after the open breach between President
Jomo Kenyatta and former Vice President Oginga Odinga,
Joseph Murumbi succeeded Odinga as Vice President. Form-
erly Minister of External Affairs, Murumbi still serves
as Kenyatta's lieutenant with special responsibilities in
foreign affairs. Reportedly the President will finally
allow Murumbi to resign after he has led Kenya's delega-

Commission.
As you know, we have provided to the Staff a great deal
of information we consider to be very sensitive. We have been
glad to cooperate with you and the Staff in the course of the review.
But the question is: What will be the ultimate disposition of Com-
mission files and records? (We would suggest either that they
