The list provided us by Security of tape recordings made over the years indicated the
time of the taping and the identify of the meeting participants if they knew these facts.
In typing up the attached list, I did the following:
When Security's list indicated only the time, I checked the calendar sheets and
added the name of the person indicated as having been with the DCI at that time. Each

1. In December 1970 Robert Ingersoll, head of the Bureau of Nar-
cotics and Dangerous Drugs, asked Mr. Helms if the Agency could give
him some assistance in shoring up the internal integrity of the 3NDD.
According to Ingersoll, the old Federal Bureau of Narcotics had been
heavily infiltrated by dishonest and corrupt elements, Who were believed
