Gambino Director of Security SUBJECT:           MILLS, Montrell E. Request for Approval to Utilize a Federal Government Annuitant dtd 2S October 1977 Re:   e-employed Annuitants 1.   (C) Action____ Requested:  It is requested that approval be granted to utilize Mr. Montrell E. Mills as an Independent Contractor in the Office of Security's Confidential Correspondent Program. 2.   (C) Background:  Mr. Montrell E. Mills (DOB:  31 January 1924) retired from this Agency on 9 December 1977.  He is uniquely qualified to be used as a                Correspondent, having served for over 13 years as the ffice of Security's Resident Agent in and before that, as an investigator in the Throughout his years of service as an invest gator, Mills iwas known for his dependability, his efficient management of time, and the high quality of his final investigative product.  Presently, the is experiencin  an unusua11  heavy workload in the ge       vicinity of                  the area to which Mr. Mills is relocating following re  remen .     A continuing search in this area for experienced investigators who are not civilian or military annuitants has been futile.  If approved for the Correspondent Program. Mr. Mills could begin active wor  immediately for the help to alleviate its caseload p 3.   (C) Recommendation;  In view of the foregoing, approval is requested tfre Mr. Montrell E.
