Dear Mr. Koch: Thank you for your letter of 15 February, 2007 regarding my FOIA
appeal for an unredacted copy of the article "A Lingering Tragedy" that appeared in
Studies in Intelligence in 1981. I received your letter when I was away from home for
several weeks and could not respond earlier.
Unfortunately for me, the copy of the article that you released with your February lett'$
continues to redact the name of the author. It is that piece of information, above all elsin
the article; that I need for my research. Am Ito assume that the Agency Release Panel
has deliberately ruled against releasing that bit of 26-year old information? May I ask
what grounds?
Is it possible for me to request, once again, the release of the author's identity? If so,
please consiaer this letter as my specitic request.
