Re: Request under the FOIA, in reply please refer to Archive # 20071590CIA214 (b)(6) Dear Mr. Koch, Pursuant to the Freedom of Information Act (FOIA),1 hereby request all documents originating from, addressed to or signed by the Office of the Director of Central Intelligence (DCI.) from January 1, 2005 to August 1, 2007 related in whole or in part to the early 2005 operation to capture senior members of al-Qaeda (also spelled al-Qaida, al-Qa'ida or al-Qida) in North Waziristan, Pakistan that was ultimately cancelled. The event is discussed in the July 8, 2007 New York Times article by Mark Mazzetti, "U.S. Aborted Raid on Qaeda Chiefs in Pakistan in '05." If you regard any of these documents as potentially exempt from the FOIA's disclosure requirements, I request that you nonetheless exercise your discretion to disclose them. As the FOIA requires, please release all reasonably segregable nonexempt portions of documents. To permit me to reach an intelligent and informed decision whether or not to file an administrative appeal of any denied material, please describe any withheld records (or portions thereof) and explain the basis for your exemption claims.
