document is referenced in Chapter 1 of The 9/11
Commission Report, "We Have Some Planes," as
endnote number 89.

With regard to the subject of your request, responsive records, should

to the National Security Act of 1947, as amended, 50 U.S.C.?431, operational
files of the CIA are exempt from the publication, disclosure, search and review
provisions of the Freedom of Information Act, 5 U.S.C.?552. As such, the files
that would contain responsive records, if any exist, are not subject to search in
response to your request.
