The office of the Information and Privacy Coordinator has received your
7 November 2005 Freedom of Information Act (FOIA) request for a copy of
the CIA Inspector General's Report on the Agency's performance
leading up to September 11, 2001. We have assigned your request the
reference number above. Please use this number when corresponding so that
we can identify it easily.
In accordance with section (b)(1) of subpart 1900.13 of title 32 of the
Code of Federal Regulations, I have determined that, as a matter of
administrative discretion, it would serve the interests of the Government to
grant your fee waiver request.
Regarding your request for expedited processing, we received an earlier
FOIA request for the same report. Thus, in effect, your request is already in
process. Piggybacking your request to this earlier one is to your advantage,
because expedited treatment would only set your request ahead of other
requests waiting processing. During a telephone conversation on
14 November 2005, you agreed to the above action, and withdrew your request
for expedited treatment.
