(b)(6) Information and Privacy Coordinator Central Intelligence Agency Washington, D.C. 20505 APPROVED FOR RELEASED DATE: 02-Apr-2010 Reference: F-2008-00441 Dear FOIA Manager; This is in response to your Jan 15th letter to me concerning my earlier FOIA request (a copy of which is included with this reply). In your reply you addressed only a portion of a sentence.and used that to deny my request in total. I am appealing your denial on the grounds that you did not accurately address the role of my request by specifying that small part. In fact I did make allowance for segregating information that might be properly withheld, which was the section you referred to. The paragraph below was from my original request. The parts I have highlighted can easily be seen as not necessarily relating to the part you selected in denying my request. I did make allowance for that in the last sentence in the event some portion may be reasonably withheld. However, my request was not and should not be construed as simply a request for employment information, though any declassified or releasable portions of such material would clearly fall within the scope`ofmy request. "This request is to include but not be limited to information relating to any form of contact with his individual, investigation of this individual (whether by your agency or on behalf of your agency), information provided to you 'by and/or about this individual, the use of his services for any reason, or employment of this individual for any purpose now or in the past. In the instance of matters relating to employment, if any portion of the material must be reasonably withheld then please provide all remaining portions after the withheld parts have' been redacted. Please refer my appeal to the Agency Release Panel. I do respect and appreciate the need for your organization` to protect iriformatiOti.' I ail only trying to determine what, if any, information CIA has maintained about thi`s' individual-and whether, during the time period specified in my original request, he was also known to CIA and, if possible, what the CIA interest in him was at the time.
