The purpose of this letter is to inform you that
the Central Intelligence Agency intends to request that the
Office of Management and Budget release from the
Fiscal Year (FY) 2007/2008 Reserve for Contingencies to
remediate damage to the Building caused by a
leaking chilled water loop on the fourth floor and
to install leak detectors in the most sensitive Agency computer
rooms served by chilled water systems
The leak occurred inside the Building
between late afternoon on Friday, July 6, 2007 and early on
Saturday, July 7, 2007. By the time the leak was discovered,
the central section of the building was affected from the fourth
to the second floors. The source of the leak was traced to the
filter in the chilled water system.
L_] The third and second floors sustained the most damage;
ceiling tiles, cubicle panels, computers, and floor tiles in
roughly=work areas require replacement. Many of the ceiling
tiles in the first floor gym and lobby are also damaged beyond
repair.

preven e or mitigated the damage to the
Building. Accordingly, we plan to install leak detection
systems in our most critical computer rooms in the Washington
Metropolitan Area that use chilled water systems. Detectors

immediately after they begin, which would not only minimize
damage to the facility's infrastructure, but more critically,
prevent potentially catastrophic interruption to our mission.
We are requesting that funds be released from'the
Reserve for Contingencies because funds are not otherwise
available in our FY 2007 budget to cover these unanticipated
developments.
