This is a final response to your 11 September 2007 Freedom of Information Act
(FOIA) request, received on 13 September 2007, for any and all audio visual (video, film
or photographs) material relating to Car Bombs or Vehicle Borne Improvised
Explosive Devices retained by the CIA. In particular we are interested in any audio-
visual material retained by the CIA relating to:
? Footage recovered as part of intelligence operations relating to car bombings
or VBIED attacks in foreign countries (in particular Israel, Lebanon,
Vietnam, Northern Ireland, Italy, Iraq and Afghanistan)
? Any training films for CIA personnel related to car bombs or VBIED's
? The February 26, 1993 World Trade Center bombing
? The September 11, 2001 attacks on the World Trade Centre and Pentagon
? Car bombings/VBIED attacks in Iraq and Afghanistan since the
commencement of operations there in 2003 and 2001 respectively
? Car bombings/VEBID attacks committed by LEHI (Lohamei Herut Israel,
"Fighters for the Freedom of Israel or also known as the `Stern Gang') in
Israel between 1945 and 1950 against British Forces and ethnic Arabs.
? Car bombings/VEBID attacks in Saigon, Vietnam between 1950 and 1955
? The October 23, 1983 attacks on the US Embassy and Marine Barracks in
Lebanon
? The March 8,1985 Car bomb attack outside the home Sheikh Muhammad
Husain Fadlallah in Lebanon
? CIA training of non-CIA operatives individuals (civilians, mujahadeen,
jihadist fighters) in Afghanistan during the Afghan-Soviet war between 1979
and 1989
? Any audio visual material (video or footage) of Abdullah Anas, one of the
foremost Afghan Arab organizers and the son-in-law of Abdullah Azzam,
retained by the CIA

In accordance with section 3.6(a) of Executive Order 12958, as amended, the CIA
can neither confirm nor deny the existence or nonexistence of records responsive to your
request. The fact of the existence or nonexistence of requested records is currently and
properly classified and is intelligence sources and methods information that is protected
from disclosure by section 6 of the CIA Act of 1949, as amended. Therefore, the Agency
has denied your request pursuant to FOIA exemptions (b)(1) and (b)(3). I have enclosed
an explanation of these exemptions for your reference and retention.
