SUBJECT : SLOC Interdiction

1. As you indicated you wanted here are two copies of a draft of a
secret version of the Sea Lines of Communication Interdiction study for
possible delivery to Messrs. Claytoit and Woolsey. The packages do not
include a draft DCI cover memorandum pending your review of OSR's
proposed draft which is in the SECNAV meeting notebook.
2. I recommend that you not deliver them now until we have been
able to beat this matter around in-house more than we have.
