(b)(3) (b)(6) 21 April 1967 MEMORANDUM FOR: Chief, NE Personnel SUBJECT: Mrs. Eolene F. Vincent: Recommendation fo`r romotion to GS-9 1. Mrs. Eolene F. Vincent, GS-8, has specialized during her nine years with the Agency in intelligence analysis and counter intel- ligence analysis. She has been assigned to the as.a analyst since August 1958. Her last promotion was effective 18 August 1963. For the second time in the last seven months, I am strongly recommending that she be promoted to GS-9. She has been consistently recommended for such a promotion by me and her pre- vious)chief since November 1964. 2. As noted throughout her personnel file, Mrs. Vincent main- tains a high degree of professional skill and energy, stemming from an inspiring amount of motivation. It is my opinion that the e;c.cep- tional have experienced during the past nine years is to a cert,ain extent the result of her tenacity and dedication to this tedious, but very important, work. Her last supervisor noted in his recommendation for promotion that her effort "had resulted in several instances in the 3. I recognize that Mrs. Vincent is competing for promotion with young Career Trainees who are more or less automatically pro- moted to this grade as long as their performance has not been poor. It may be that because of the necessity of moving the young officers along quickly in the lower officer grades, Mrs. Vincent and those APPROVED FOR RELEASE DATE: 03-Aug-2009 like her have occasionally suffered from delay in receiving a promotion based on strong performance record. This is certainly understandable. However, there comes a time when employees must be granted their due regardless of strong arguments to delay it.
