SUBJECT : Field Assessment of the Attack on the Infrastructure
1. Early this month General Maxwell Taylor (Chairman of the
President's Foreign Intelligence Advisory Board) asked for a detailed
briefing on the current state of the anti-infrastructure (Phoenix) effort.
In light of General Taylor's request, we asked our colleagues in Saigon
for a detailed current report and analysis of progress to date, problems
the Phoenix effort faced, and prospects for the immediate and near term
future. The Saigon Station's reply was received on 13 December and
constituted the basis of the briefing given General Taylor on that date.
2. In light of general interest in the subject of the attack on the
infra-structure among senior officials in Washington, I am sending a copy
of this field appraisal to you and (via this memorandum) to the addressees
listed below. The report has been left unedited in its field version to
convey the on-the -ground flavor of the original cable. It reflects the
views of the CIA Station and is not a coordinated Mission document.
