Regarding F-2009-00180 the request for all documents relating to "the entirety of actions taken
on/upon/to/toward/onto/unto citizens of the United States in the time range of the years 2000 to present", your
response was neither satisfying nor complete. For example, in addition to the request relating to this corpus of
documents, I additionally requested information regarding all legal avenues available to me in seeking
satisfaction.
As per your response, I would like to refine my request to an initial starting point or subprocedure; a document
search to include a file on myself, if one should exist, with specific cross references to the In-Q-Tel quasi-
corporation. I have interest in obtaining documentation regarding the actions of this entity and/or your
organization as detailed below. I am aware that this organization has since been superseded by ?ARPA,
resembling DARPA. Before the formation of IARPA, an ordinary government organization for the dissemination
of public monies for scientific research, the quasi-corporate venture capital vehicle In-Q-Tel was specifically
indicated to be the appropriate avenue for citizens to contact with regard to technological contribution.
I have concern that this complex and unnatural structure aforementioned may thwart or attempt to thwart your
search efforts. Understanding the details above, I add to this request that if the structuring between your
organization and the In-Q-Tel organization creates a lack of clarity or transparency to you in any way, in
processing this FOIA request, please notify me of this technical detail in your response so that I may determine
how best to proceed as appropriate under the laws of the United States regarding the situation described herein.
In the event that a portion of documents described herein are classified in any way whatsoever that prevents you
from releasing the entirety of documents to me, then I include in this FOIA request that the portion of documents
pertaining to your organization, In-Q-Tel and United States citizens, be forwarded instead to the Federal Bureau
of Investigation along with F-2009-00180 and this letter. I am optimistic that the document collection available to
you, if available to public servants tasked with law enforcement, would contribute to the satisfaction that I am
seeking. I additionally have specific concern as the occurrences described may have occurred to other people
seeking to make patriotic contribution pre-!ARPA. I have concurrently notified the FBI of the contingency in this
FOIA request wherein they may receive documents from you, it is my hope that this concern can somehow be
alleviated.
Upon receipt of a document titled "Foundation", sent to In-Q-Tel in its venture capital capacity, as no IARPA
existed or was known to exist at the time, and as I was specifically routed to this quasi-corporate vehicle upon an
inquiry in how to contribute patriotically with regard to innovative technological ideas, I allege to you in no
uncertain terms that gross violations of business norms and, more importantly, local, state and federal laws then
 transpired. I have interest in the complete breadth of the documentation available to you to release to me
regarding these events, and interest in matters wherein-- while your organization is defined as per 103(d)(1)-- in
no uncertain terms, domestic occurrences have occurred.
Whereas the United States Constitution supersedes 103(d)(1), whereas procedures exist in the structure of the
law to resolve overlapping interpretations of multiple laws when interpreted in combination, either for an
interested party or between interested parties, whereas I allege that wrongful, unethical, illegal and
unconstitutional occurrences transpired, whereas the public documents in your stewardship elucidate the
responsible parties, whereas I specifically refine these allegations to include actors, documents and time
intervals where actions not congruent to the Constitution or to 103(d)(1) have occurred, I request the allocation
of time to search the public documents and records for the content herein described.
If this is beyond your capacity to refine the search to include, but not be limited to, this specific instantiation of F-
2009-00180 including actors, documents and time intervals, then consider this a separate request under the
FOIA laws. If this specific document search is not possible, then a full inquiry into the matter of the events
occurring after the reception of a document titled "Foundation" by the quasi-corporate vehicle known as In-Q-Tel,
by your and/or another organization of investigation and a complete iteration of all inappropriate, unethical and
illegal actions taken by this quasi-subsidiary and/or your organization with regard to United States citizens would
enhance my satisfaction regarding the one or both requests under the FORA laws. I am optimistic that you will
find this refined instantiation of F-2009-00180 or new FOIA request with reasonable effort in a reasonable
amount of time.
If the documents that I seek are instead at another organization, please notify me of which organizations to
contact instead. If there are any fees for searching for, reviewing, or copying the records, please let me know
before you task my request. If you deny all or any part of this request, please cite each specific exemption you
think justifies your refusal to release the information and notify me of appeal procedures and any and all avenues
available to me under the laws of the State of Ohio, and the United States of America.
