SUBJECT: KLIPA, Edmund X.
1. Pursuant to my conversation with you on 9 July 19511, I
am submitting a request for the promotion of Edmund X. Klipa fran
GS 13 to GS-14.
2. Mr. Klipa has served with the Agency since August of 1950.
He was Resident Agent area and was Assistant .
Special Agent in Charge of the effective upon
the date of its activation 1 October'19 1. this connection it
should be noted that he made a most substantial contribution to the
successful implementation and operation of this office during its
initial stages. In March of 1953 on the basis of his splendid per-
formance as Assistant. Special Agent in Charge, he was promoted to
the position of Special Agent in Charge.

was directed under his supervision
in highly commendable fashion.
It is noteworthy also
that during his period of service he was con ronted,with a number of
most challenging demands requiring
the exercise of consummate tact an good judgment. of-these All re-
sponsibilities have been fulfilled in most competent - fashion by[
Aar. Klipa's supervision and direction of the
office in tens of its performance has been truly outstanding.
4. Mr. Klipa lacks four months of the required eighteen months
in grade prior to promotion. In view of his excellent record and out-
standing performance, a waiver of this time limitation is requested.
