1. This is an annual fitness report on the above employee
for the period 1 April 1969 through 31 March 1970. Mr. Klipa is
a GS-15 currently assigned as Special Agent in Charge of the

of Security (IOS). His performance in this capacity was consistent
with the previous outstanding evaluation and continued to warrant
my recommendation'for his promotion to the supergrade level.

Because of heavy work requirements and personnel shortages,
Mr. Klipa was forced to rely heavily on overtime and contractual
services, and the manner in which he employed the manpower and
money involved was efficient and economical.
4. The managerial requirements for supervision of the
are unique in that the staff of the office
is 'a highly divergent mixture of personnel. This office has
traditionally been a training ground for new personnel with young
agents beginning their investigative career. It also contains a
cadre of senior journeyman investigators and a group of techni-
cally oriented agents. I feel that Mr. Klipa has melded these
elements into a highly effective team effort.
5. Mr. Klipa's overall performance continues to be "Out-
standing, " and I would like to reaffirm my estimate that he has
