Pursuant to Section 2.4 of Executive Order 12863,
"President's Foreign Intelligence Advisory Board," (PFIAB) I am
submitting this quarterly report for the second quarter of calendar
year 2007.
In accordance with guidance from the Assistant to
the Presi ent for National Security Affairs dated 18 August 2006, I
am sending this report to you, as the General Counsel of the PFIAB,
instead of to the Chairman of the Intelligence Oversight Board
(I0B). It is provided to you in addition to the quarterly report
you may receive from the Central Intelligence Agency's (CIA) Office
of Inspector General. As you know, Executive Order 12863 requires
me to report intelligence activities that I have legal reason to
believe may be unlawful or contrary to Executive Order or
Presidential directive. Since my last report, I am aware of
thirteen reportable items, which are listed below.
