Pursuant to Section 2.4 of Executive Order 12863,
"President's Foreign Intelligence Advisory Board," (PFIAB) I am
submitting this quarterly report for the fourth quarter of calendar
year 2007. It is provided to you in addition to the quarterly
report you may receive from the Central Intelligence Agency's (CIA)
Office of Inspector General. As you know, Executive Order 12863
requires me to report intelligence activities that I have legal
reason to believe may be unlawful or contrary to Executive Order or
Presidential directive. Since my last report, I am aware of five
reportable items, which are listed below.
