Langdon Chairman, Intelligence Oversight Board Washington, DC 20503 Pursuant to Section 2.4 of Executive Order (E.O.) 12863, "President's Foreign Intelligence Advisory Board," I am submitting this quarterly report for the 4th quarter of the calendar year 2004. Due to an administrative error, this report .was not earlier transmitted to the Intelligence Oversight Board, and I apologize for its inordinate delay. The report is provided to you in addition to the report you receive from the Office of Inspector General as required by E.O. 12863. As you know, E.O. 12863 requires me to report to you intelligence activities that I have reason to believe may be unlawful or contrary to Executive Order or Presidential directive. Langdon Provision of Software to US Government (USG) Agencies. A technical software program created and maintained by the Agency's Information Operations Center (IOC) was provided to.other USG agencies without the requisite senior officer approval under Agency regulations. Langdon obtained appropriate delegations of authority from the designated senior officers to allow for future sharing of the software program with the CIA's domestic and foreign partners, consistent with the Agency's regulation governing the provision of'such equipment.
